Diane Cipollone is an attorney and a qualified expert on mortgage servicing and loan origination matters. While Diane no longer provides expert testimony, she continues to consult with consumer attorneys; trains attorneys, court mediators, housing counselors and fair housing advocates on foreclosure prevention guidelines and federal mortgage regulations; and mentors pro bono attorneys and non-profit housing counselors. She has presented at more than fifty local and national mortgage conferences, trainings and CLE events. In the 2016 and 2018 Spring Semesters, Diane taught Consumer Housing Law in Maine: Mortgage Defaults and Foreclosure, as an Adjunct Professor at the University of Maine School of Law and is a contributing author of the recently released policy paper Protecting Homeownership from the Impact of COVID-19.

Diane is also a consultant to the National Fair Housing Alliance (NFHA) where she previously served as Director of Training. Her work includes federal policy advocacy on loan origination, mortgage servicing, fair lending and other housing issues affecting homeowners of low and moderate income and communities of color, and training NFHA member agencies and others on these topics. Currently, Diane’s work for NFHA is concentrated on advancing the fair and equal treatment for borrowers of color in the Homeowner Assistance Fund programs throughout the country by encouraging clear and consistent HAF implementation policies and procedures, and training attorneys and housing counselors on the COVID specific loss mitigation guidelines for federally backed mortgage loans and privately held mortgages.

During the 2008 foreclosure crisis, Diane was the Director of the Sustainable Homeownership Project at Civil Justice, Inc. in Baltimore. Her work concentrated on training and mentoring attorneys and housing counselors in Maryland’s Foreclosure Prevention Pro Bono Project. Diane’s other mortgage related experience includes recruiting and training attorneys in the Civil Justice Mortgage Fraud Prevention Project, residential real estate transactions, and servicing as the Co-Coordinator of the Baltimore City Flipping & Predatory Lending Task Force.

Diane is a graduate of the Benjamin N. Cardozo School of Law and a member of the bar in Maryland and Maine.
